ADGM lays out commercial licensing path for crypto miners
Abu Dhabi Global Markets Registration Authority has published guidance on cryptocurrency mining in the emirates international financial centre, marking the first time a regional financial hub has set out formal directions for this activity. The guidance treats crypto mining as a "licensable commercial activity" overseen by the Registration Authority rather than a regulated financial service, providing clarity to operators and investors about the commercial and supervisory framework they can expect inside ADGM.
The authority said it adopted a technology-neutral approach in the guidance, covering both proof-of-work and proof-of-stake mechanisms. That approach aims to ensure responsible mining practices while accommodating different consensus models and future technological developments. The Registration Authority also confirmed the guidance is the first phase of a broader plan: a second phase will develop full mining regulations and is expected to include market consultation.
Rashed Al Blooshi, chief executive of the Registration Authority, framed the move as part of ADGMs wider strategy to promote innovation and attract digital asset businesses. He described crypto mining as sitting at "the intersection of energy, technology and capital," and said the guidance gives operators "a clear commercial licencing pathway, proportionate supervision calibrated to scale and risk, and certainty on where the regulatory perimeter resides." Businesses that meet ADGMs governance and transparency standards will be able to operate from Abu Dhabi with greater legal and regulatory certainty, he added.
The guidance builds on recent ADGM updates to its digital assets framework, which streamlined processes for accepting virtual assets in the financial centre and introduced appropriate capital requirements and fees for authorised virtual asset activity. ADGM said the published guidance follows an eight-week consultation earlier in the year that produced "substantive feedback," which informed the final text.
By formally classifying mining as a licensable commercial activity inside its jurisdiction, ADGM aims to provide a well-governed environment where responsible crypto mining operators can plan, invest and expand. The authority said this is intended to support Abu Dhabis ambition to become a global base for cryptocurrency and digital assets companies while managing the energy, technology and financial risks associated with mining.
What this means for the market
For miners and digital-asset businesses, ADGMs guidance lowers an important source of regulatory uncertainty and establishes a clear administrative route for operating within the emirates financial centre. The technology-neutral stance reduces the risk that rules become quickly outdated as consensus mechanisms evolve, and the promise of proportionate supervision suggests oversight will be scaled to the size and risk profile of each operator.
For investors and energy stakeholders, the guidance signals that Abu Dhabi is prepared to accommodate mining operations but under conditions designed to ensure transparency, governance and risk management. The second phase of rulemaking, and any subsequent market consultation, will be important to watch: those steps will determine licensing conditions, capital and operational requirements, and how ADGM balances minings energy footprint with broader economic and sustainability objectives.
By positioning crypto mining within an established financial centres licencing and supervisory framework, ADGM is seeking to attract responsible operators and institutional activity while retaining regulatory control. The guidance is a milestone in the maturation of digital asset regulation in the UAE, and it sets a precedent that other financial centres in the region may follow as crypto mining and digital-asset markets continue to grow.
